Partial Common Ownership for Serpentine Arts TechnologiesWe incubated and built an experimental platform and governance pattern — Partial Common Ownership of Art — to prototype how art can be stewarded as a plural, relational asset rather than an exclusive private commodity.
Plural Voting for Participatory Budgeting in NYCIn a US-first, RxC supported a public official to use Plural Voting to invite their whole constituency to allocate a $1M capital budget through a participatory budgeting process.
Plural Money for Edge CityRxC Plural Money experiments gave residents direct control over their local economy with features like a community treasury and exit controls to create a medium of exchange that keeps value circulating within the community.
Plural Voting in the Colorado State LegislatureWe supported Colorado legislative caucuses to use Plural Voting to help state leaders set their agenda and funding priorities. PV enabled compromise and prioritization where binary votes could not.
Plural Voting in NashvilleWe helped Nashville's Metro Council pilot Plural Voting to guide its annual budget process: producing rankings that informed budget recommendations, made deliberations more transparent, and attracted national attention as a model for how plural voting can strengthen democratic decision-making at the municipal level.
Citizens Assembly in ColoradoRxC developed and piloted a novel multi-faceted citizen engagement methodology, in partnership with The Civic Canopy and Healthy Democracy, to enable a demographically representative sample of Colorado residents to deliberate on climate preparedness policy.

The Handbook for Radical Local DemocracyRxC developed a toolkit to support policymakers and communities to apply innovative tools in addressing intractable local problems. From voting and citizen engagement to investment in shared public goods to e-scooter regulation, the Handbook addresses divisive urban issues from a simple, clarifying point of view.
Participation Officer NetworksEven when governments focus on data transparency, civic tech or “open data", they often lack processes to overcome internal barriers or effective channels for public participation and dialogue. This proposal addresses issues of departmental silos, political polarization, and the slow pace of traditional governance in a rapidly changing digital world.
Community Governance for BlockchainThe framework confronts the trend of re-centralization of power in web3. Many blockchain projects, despite their decentralized architecture, default to governance systems where power is proportional to wealth, such as one-token-one-vote. This policy framework proposes ways to move from plutocratic governance models in blockchain communities toward more democratic and plural systems.
The Data Freedom ActToday a small number of large technology companies accumulate vast wealth and power by harvesting user-generated data for free, using it to train AI models and sell targeted advertising. The Data Freedom Act framework re-imagines data as a form of digital labor: establishing a system where people are recognized and compensated for data contributions powering AI and the digital economy.
Data EscrowsThis framework addresses a critical dilemma in the digital economy: the tension between data utility and data privacy. Data Escrow is a framework to facilitate controlled and secure data sharing through a neutral, trusted third-party intermediary, unlocking the value of data while protecting its integrity.
Sectoral Data BargainingA framework for workers and users to bargain collectively over the data they produce, sector by sector, so that the value of data flows back to the people who create it rather than only to the platforms that collect it.
The Plural StackA policy and design framework for digital infrastructure that is plural by architecture rather than extractive by default. The Plural Stack charts a third path beyond US platform capitalism and Chinese state authoritarianism, built on open protocols that no single actor can capture, and offers the EU and a coalition of democratic middle powers a practical toolkit for building, funding, and adopting it.
